Summary


Maxine’s immigration law career first began in 2017 when she joined Larlee Rosenberg as a Case Manager. She remained with the firm in this role until graduating from UBC’s Peter A. Allard School of Law in 2023. After completing her articles with the firm, she officially joined the firm as a lawyer in 2024.

With more than eight years of immigration law experience, Maxine has supported countless clients in a diverse range of matters including work permits, LMIAs, complex admissibility issues, permanent residence in all classes, citizenship and related litigation. Maxine thrives on working closely with individuals, companies and families to craft practical immigration strategies, always placing the client’s needs at the forefront.

During Maxine’s studies at Allard, she was awarded the Singleton Reynolds Prize in Torts, served as a board member of the UBC Law Review, as researcher for the Jessup International Moot Team, and a member of UBC Chapter of Canadian Association of Refugee Lawyers. Maxine concluded her legal studies studying abroad on exchange at LUISS Guido Carli in Rome, Italy.

Maxine completed a Certificate in Immigration: Laws, Policies, and Procedures from UBC (2016) and holds a Bachelor of Arts from the University of Victoria (2010). Her diverse background also includes administrative roles in municipal government and public health, as well as teaching English in South Korea. She is also an active volunteer with the communication committee of CBA’s Women Lawyers Forum and a Board Member with the BC Games Society.

Representative work


  • Assisting with successful LMIA-exempt work permit applications under the International Mobility Program including Free Trade Agreements, the Francophone Mobility Program, International Experience Canada among others.
  • Managing LMIA-based work permit applications through the Temporary Foreign Worker Program, securing permits for employers in various industries.
  • Preparing permanent residence applications across all categories, including Express Entry, Provincial Nominee Programs, Family Class Sponsorships and Humanitarian and Compassionate grounds.
  • Navigating complex admissibility issues, including criminality, medical inadmissibility, and misrepresentation, through procedural fairness submissions and other legal remedies.
  • Crafting significant benefit work permit applications for specialized professionals, artists, and athletes contributing to Canadian cultural, economic or social benefits.
  • Advising corporate clients on employer compliance obligations, including assisting in responses to employer compliance inspections.
  • Representing clients in litigation matters, including judicial review and writ of mandamus applications before the Federal Court of Canada.
  • Supporting citizenship applications, including rectification of errors and addressing loss of citizenship or residency concerns.

  • Author of numerous articles with Canadian Immigrant Magazine, including publications on immigration policy updates and practical tips for applicants for various categories
  • Delivered a private lunch & learn session on employer compliance issues, focusing on obligations under the Temporary Foreign Worker Program and International Mobility Program.
